Mounouna Foutsou has been Cameroon’s Minister of Youth and Civic Education since the cabinet reshuffle of October 2, 2015. He is from Bangana, a village in the Far North of Cameroon, in the Mayo-Danay department. He was born in 1967.

Academic background
Training
Mounouna Foutsou did his secondary studies at the Lycée de Maroua, where he obtained the scientific baccalaureate series C. He then moved to the political capital Yaoundé, to continue his university studies in the only university of the time, the University of Yaoundé I .
He succeeded in the entrance examination to the National Polytechnic School of Yaoundé, option civil engineering. At the end of the course, he obtained a civil engineering degree, specializing in urban planning. At the same time, he obtained a master’s degree in economics with an analysis and policy option.

June 2009
In 2009, then aged 48, Mounouna Foutsou was appointed Secretary of State for Secondary Education by Presidential Decree No. 2009/223 of June 30, 2009, reorganizing the government
In 2005
In 2005, Mounouna Foutsou was the national coordinator of the Urban and Rural Youth Support Program (Pajer-U). This is a program set up by the Ministry of Youth. In parallel in this ministerial department, he holds the position of head of division for the economic promotion of young people.

After a stay in France, Mounouna Foutsou returns to Cameroon and is an executive in addition to the staff of the urban planning department of the former Ministry of Urban Planning and Housing. He then occupied the position of engineer No. 5 of the former ministry. He then held the position of Head of the State Property Assets Department abroad.
